Work Without Borders: A Guide to Hiring Foreign Employees in Bulgaria

Work Without Borders: Guidelines for Hiring Foreign Employees

In recent years, an increasing number of Bulgarian companies have faced a severe shortage of qualified labor. This applies to manufacturing enterprises, the IT sector, services, and seasonal employment. One of the viable solutions for Bulgarian businesses is hiring foreign nationals—but the administrative procedures often seem complex and confusing.

What do employers need to know to plan the process more successfully?

1. Main Regimes for Access to the Labor Market

When a company decides to hire foreign employees, the most important question is which legal regime is best suited for their specific business model and needs. Bulgarian legislation offers three main options:

EU Blue Card – for highly qualified specialists

This procedure is suitable for companies competing for top talent—engineers, IT experts, and financial specialists. The “Blue Card” is designed for third-country nationals occupying highly qualified positions and also allows for intra-EU mobility. It is issued for a period of up to 5 years (but no less than 24 months) and requires:

  • Higher education or recognized professional experience;

  • An employment contract for a minimum of 6 months;

  • A salary of at least 1.5 times the national average.

Single Residence and Work Permit – for a broad range of professions

This is the most common mechanism that allows employers in the manufacturing and service sectors to fill hard-to-hire positions. It applies to employment contracts for a period of up to 3 years.

The conditions include:

  • Foreign workers must not exceed 20% of the total workforce (35% for SMEs);

  • Proven professional experience or education;

  • Equal working conditions and pay compared to Bulgarian citizens.

Seasonal Employment – for hospitality, catering, and agriculture

The hospitality, catering, and agriculture sectors traditionally suffer from severe staff shortages during peak seasons. The seasonal employment permit allows hiring foreigners for a period of 90 days up to 9 months within a single calendar year. The employer must provide:

  • Transport costs to and from Bulgaria;

  • Working conditions equal to those of Bulgarian workers;

  • Assistance in securing suitable housing.

2. Main Challenges for Employers

Hiring foreigners is a great business opportunity, but it is also a process that entails risks if not managed properly. The most common difficulties are related to:

  • Administrative burden and deadlines – the procedures go through several institutions, which can delay the process by months.

  • Documentary errors – even a minor inaccuracy can lead to a refusal.

  • Coordination with the candidate – the foreign worker must provide various documents (diplomas, qualifications, etc.), which often require legalization and translation.

  • Unpredictability – conditions and procedures can change with new legislative requirements.

3. How Can Employers Facilitate the Process?

Successful hiring of foreigners requires not only legal knowledge but also a strategic approach from the business. Here are a few best practices:

  • Timely planning

  • Properly drafted employment contracts

  • Precise communication with the worker

  • Monitoring legislative changes

  • Working with a legal specialist who can cover all of the above

4. Long-Term Benefits for Employers

Companies that build a systematic approach to hiring and integrating a foreign workforce gain a strategic advantage through:

  • Broader access to international talent;

  • Greater sustainability and predictability of business processes;

  • Increased competitiveness in the global market.
